2 Pass Encoding

Hi :) Is two pass encoding available? Am I blind? Can't see an option anywhere!

It's in version 10, click on the wrench, kind of looks like a wishbone, and you'll see it.

From a quick look in google images, it seems it its in 10. Could someone please help me by expaining how to bring up that dialog?
