I told you two things to try... Set your SF location to Argentina and language to es-AR and do a completely clean install (not skipping any steps) and you've done neither. So, I'm out.
And by the way, the error codes that appear after a failed download aren't as revealing and as important as the [CRITICAL] and [WARNING] errors that appear in the log.
