Ok, after long research, it seems Google/YouTube can block Google/YouTube user accounts for an UNDETERMINED amount of time. Until if/when they maybe remove the block, you will get that message for ALL YouTube videos.
BTW, if I log out of YouTube I can play videos so it is account biased.
Other people who got it created additional Google/YouTube accounts so they can be logged on because (While logged out) after playing a 'set' amount of videos you get 'Are you a bot' and also can get blocked with age restricted messages.
