About the online update problem, I cannot duplicate it on my end. I will get the development team to check it.
About the chapter feature, it is in the Edit window. Please refer to the image attached.

There is no online update problem? -not that I raised in my submission above.
The issue is with the software once it has been 
installed. When it is initially opened, a buffering wheel appears for at least 20 - 30 seconds.
This is a software loading issue. I have 
never experienced this "buffering wheel" with any previous versions. And certainly do not with 13.0.4.7.
My system is fully up-to-date with ALL Windows 10 updates and drivers (including NVIDIA graphics drivers).
I am sticking with 13.0.4.7 as my experience with the latest update has been sadly, a rather negative one. I shall wait for the next update to re-visit this software to see if these "issues" have been fixed.
With regards to the chapter feature. I searched every where within the Blu-ray Creator module and could not find any evidence of it. If it IS there, as you indicate, may I suggest making it far easier to actually see its location.
