The limit never referred to the last 24 hours.
Earlier it changed midnight in your time zone.
As Stan001 correctly linked, it has been 00:00 UTC
for over a year now (regardless of your time zone).
I almost never reach 100, but it has happened for me that
SF showed 100 as early as midnight in my time zone.
In Germany, this means there’s a one-hour difference (during winter time) ..
.. SF shows 100 at 00:00 in DE - but the limit reset is 01:00 in DE
