I always say to people to have latest.
As for why one can download and another can’t, really can’t say.
I say check both queues downloading and downloaded as it’s a small less than 2-minute video and downloads very fast if one blinks it gets missed in downloading queue but should be in downloaded queue/section.
You could get the extension video download helper, or for me, in browser with video loaded, if I right-click on video I get an option to download, which works. It just then names it download.mp4.
