Yeah if you look in the problem report only known issue is h264.

Although I had issues long time with h265, that’s why I strictly use av1.
If video is not in av1, which is rare, SF will fall back to whats available, usually h264.
I used Netflix for a long time and the only constant codec is av1. I get 1080p with most videos on Netflix.
As stated above the only other issues is Universal Movies in 480/540 the variation of 480/540 depends on player.
Using Plex via Roku most times it will say 540 but sometimes says 480.
So not sure why your only seeing them all only downloading at 480.
Maybe give the location you use and a few titles?
I only ever use Netflix in US. And never had a need fir VPN as that can cause problems in SF.
I still tell people with Netflix, try a video with Red Netflix wording, they are exclusive Netflix movies if they don’t come in 1080p resolution then there is a problem.
I also at least once a day or more use the clear temp folder option in SF.
Seems stuff can build up and cause issues in SF.
