Yep, it seems YT may limit purchased videos.
Easiest way to check is via browser and see what resolution you get.
I know YT does it with specific movies with ads.
Some can download in 1080 some in 720 and some in 480.
And with those I check in browser and that’s the max via browser.
If you watch via the YT app via a streaming device most are in 1080p.
Streamfab tries rewording and I think now it says up to 1080p for purchased content.
So not saying you will get 1080, but possable.
