How to use meta server?

The sticky here and all docs on website that I can find talk about how to upload meta info, not how to use it. How do I use the meta service?

I'm using dvdfab for mac, and I have the meta box checked in prefs. In one of the log files, I see that dvdfab just gets 403's from the meta server.

What I'm hoping to get from the metadata is the names of the audio tracks on blu-ray discs.
