I believe the difference is in the source file.
DVD Ripper is designed to convert the DVD Format into various outputs to designed to be played on portable devices, etc.
Video Converter on the other hand is deals with wma, mpg, avi, type files and converts them to the same type of outputs to be compatible with your portable devices.
