I think I may have found the solution to the problem.
In the Nvidia Control Panel, there is an area where it says the following,
With the Video Player Settings
and
With the Nvidia Settings.
Use the "With the Video Player Settings".
The Video looks much better, I told him to play around with the settings to Fine Tune the Picture, and that I would get back with him.

It could be the machine or the drive.
Check what mode the drive is in.

Easy enough to check.
I put a DVD into the DVD Drive, and it came out Grainy.
So what now ???

Optical Disc Drive. And I agree with maineman that all seems to point to the ODD.

Does this pc have more than one ODD?
Is the problem reproducible on another ODD?
You can try cleaning the laser prior to swapping out the drive, but your friend may be looking at another ODD
Sorry But that went over my head.
GOOGLE says ODD is a mental disorder.
Are YOU saying that there is something wrong with his Drive ???

We thought about adjusting the settings, but the Videos he plays from different Web Sites looks Good.
It's when he Plays a DVD or Blu Ray he gets the Grainy Look.
I thought somebody here might have some ideas on how to solve this Problem.
