is it me or the dxva acceleration just makes the conversion slower???

is it me or the dxva acceleration just makes the conversion slower??? i just tried converting a tv show with ps3 format and with dxva acceleration on it took more time than with it off. In addition i was seeing if it uses the gpu with it on, but everest says the gpu utilization is 0%
