They will still need to be labeled correctly for autoplaying of forced titles to work. They never have been named correctly historically. There's also a flag that may need to be set.
In a MKV it's all about the flags. set the language of the forced subs with the forced and default flags Plex will enable that sub on playback without any interaction from the user. Any other player for mkv should do the same.
