Is it normal for some Netflix movies to only be available in 540p? I tried Anaconda 1997 and I can't even get it to show 720p. 540p is the highest resolution for that movie unless something else is going on.

Per the banner at the top of this page, Sony movies are only available in 540.

When watching in any Windows browser except Microsoft Edge - Yes. They limit the ChromeCDM to 540p on Sony movies. You will not face that problem in Edge since it uses PlayReady.
