MKV With Constant Quality

Hello,

on any video encoder, there is an option to have a constant quality (CQ).

Often, there is a factor in percentage to set, and the bitrate is adapted to get the same quality in one pass.
It is the best way to have a good quality when the size does not really mater.

Is there a way to get this option ?
