Hardware Quick Sync & Haswell

For anyone interested it seems Quick Sync on the Haswell CPU's is quite a bit quicker than Ivy bridge.

It also seems like the way QS is implemented in Haswell, that it has more built in quality levels than the previous QS implementation. This is causing a quality degradation issue which will hopefully be fixed soon.
