They are used for Windows Media Center.

like mentioned it for Windows Media Center to gather the info for the movie and add thumbnail if available. Much easier to go to dvdid.com to get the dvdid.xml files and dvdid information to use with Windows Media Center though as then you can get thumbnails and all info for all your dvds saved on ComputerComment
