I have single layer discs. At what piont will the compression effect the picture quality? 50% 60%??

This is very subjective. It largely depends on how good the original is.

You also did not specify whether you are talking about DVD or Blu-ray. A BD can be compressed to DVD quality and look great for a DVD.
