Other Why Can We Not Make A (.miniso) From An ISO?

Forgive my ignorance, but is there a way to simply create an (.miniso) from an ISO?

I see that it says, that it has to be created from a, "folder", but if what you are starting with is an ISO, this means a lot of extra work just to uncompress the entire ISO, just to be able to get your, (.miniso) created.
