Other Ripping to MP4 - Use output in different zones

If I convert a DVD to MP4 is that MP4 useable in different regions (say Europe) or is it limited by the region restrictions of the DVD?

Secondly, are MP4's common across NTSC and PAL regions - can the same MP4 be played on a TV in both NTSC and PAL regions?

First, the mp4 files are usable in different regions. No limitations.
Second, the mp4 files can be played on both of PAL and NTSC TVs.
