"DVD to DVD" included in "Blu-ray to Blu-ray"?

Noob question, a seemingly obvious one at that and one I couldn't find a quick answer for: if I purchase "Blu-ray to Blu-ray" and I want to backup some DVDs I own, do I also need to purchase "DVD to DVD"? Thanks in advance to anyone that leaves a gentle answer!

Yes, you do. However, if you use DVD to DVD on rare occasion, older titles, you may use Decrypter, which is free and comes with DVDFab. With Decrypter you can make back-up without any compression.

And obviously you would need to use DVD9 blanks.
