BD-25 Main Movie re-encoding when quality is 100%

Pretty much what the title says. This started happening after v7.0.8.0. Went back and checked with previous versions. Up till 7.0.7.9b a Bd-25 Main Movie only with a quality of 100% would do a straight copy minus the whatever audio and sub title tracks I didn't want. Now after 7.0.8.0 it re-encodes it.
