Blu-ray Copy functionality

Does Blu-ray Copy by any change include the DVD-Copy functionality, I do I need to purchase both DVD and Blu-ray copy in order to be able to copy both DVDs and Blu-rays?

Two entirely different modules, each with its own pricetag.
