You can't change the original BD disc.
There are BD players that will play all regions of BD discs.
If you create a backup copy with Fab, it will be region-free.
Regardless, in all likelihood, you will still have the issue of PAL video format (Region B) vs. NTSC (Region A),
although it's possible that the region B dvd was originally mastered in NTSC formatIf it ain't broke, don't fix it!
