DVD Ripper Increase quailty when i set it on a different quailty

Why would the Quailty Increase once I've set it on a lower quailty for Example I set the quailty to 1449 and it increase to 1849 or 1749 it never stay on the quailty that i want it. And the Rip it I'am useing Xvid Audio copy
