DVD Ripper original 16:9 resolution

is pal dvd movies in 16:9 original 1024x 576 or 720x406? as maximum? (imagine that older films have a lower resolution)

and if they are now 720x406 original and TV scales them up to 1024x576 then what is the advantage to rip movies to 1024x576 if it just creates a larger file or is it a improved of the quality to rip it rather than to let the the TV scale the movie? (the tv is 55" if that mather)
