Can't compress Blu-Ray Full disk to 25GB

I have tried on my Blu-Ray disks to make Full disk copies and compress to 25GB disks. After the disk is analyzed I get a Video Reencoder Bitrate message over and over and the disk is not made. I found I could make a full size Main Movie to my hard disk and then using DVDFab compress the movie to 25GB to a Blu-Ray disk. This doubles the time to make my archive copy and I lose the bonus features..
