RPC-2 Drives Whose DVD Region Has Not Been Set Yet

they say "Unlike most similar projects, libdvdcss does not require the region of your drive to be set."

If this is true, could Passkey use libdvdcss in some way to make Region-DVDs playable on drives whose Region has not been set yet (a way to bypass the DVD Region counter)?

VLC itself is said to work well with RPC-1 drives, but to have problems with RPC-2 drives, but it is a player rather than a decrypter.

I'm from the EU and buy my Blu-ray and UHD Blu-ray's in either EU or US, and they both seem to playback just fine in VLC for me.
But since you mention DVD, are you talking specifically DVD or just using the term DVD for any format?
