DVDfab 12.0.3.1 up to current (Win)

The following problem started occurring in 12.0.3.1 and still continues.

Converting discs, whether dvd, blu-ray, or UHD, into H265 Mp4 causes playback issues in the Microsoft Movies and TV app and Windows Media Player. The video plays consistently stuttering all the way through. In VLC and a couple other things this doesn’t happen.

If I use software instead of CUDA it does the same thing. However, if I use software on the ripped MP4 file the problem goes away. Ripping to MKV doesn’t cause the issue. If I convert the ripped MP4 file to MKV the problem goes away. But if I try to reconvert the ripped file with CUDA the problem is still there.

I have an RTX2080TI (technically it’s the rogue strix version), Windows 10, and all my drivers are updated. It’s very frustrating since the movies and TV app produces a higher quality picture for me during playback and I use window to cast movies to my TV though I haven’t done this yet so don’t know if the problem would occur.

I have the logs from 3 of the conversions I’ve tried. One with CUDA, one with Software, and One into MKV.
Feedback and a fix would be greatly appreciated.
    Thanks.

It should be a windows problem.

I had already tried this during my troubleshooting. It didn't change anything. I did try it again after seeing your post. Windows or Nvidia problems were the first things I looked for. It may still be one of those issues but it doesn't really make sense to me at the moment that it would be since prior versions of DVDfab don't cause an issue and I can resolve it by ripping to MKV and then back to MP4. If it was an HVEC problem with windows it should be broken for all file formats and using cuda or not shouldn't make a difference.
