Starting with v13.0.4.6, a bug was introduced when scanning forced subtitles.
Prior to that version, the "scan forced subtitles" option would quickly scan through a source, displaying speed in MB/s. Even a large video would complete its subtitle scan in seconds. After this, it would proceed to normal encoding.
However, starting with v13.0.4.6, the encoder will now run an entire encode pass just to scan the subtitles, then it'll run the real encoding pass. This nearly doubles the time it takes to encode a video as the video is now rendered TWICE.

I have verified this across multiple systems, and the bug is present in v13.0.4.6, v13.0.4.7, and now v13.0.4.8 as well. Downgrading to v13.0.4.5 and older solves the issue.
