MPD Videos from Hoopla don't open in VLC Player

I downloaded some movies from Hoopla that use MPD videos. The saved video doesn't play and hangs VLC Player when opening. If I cut a few seconds off the front of the video with Smart Cutter, then the video plays fine. The only difference I can see in MediaInfo is there is no text stream in the cut file.
