I can finally download entire episodes of Walker, Texas Ranger S08 from Pluto but now there is an audio sync problem. I only downloaded S08-01 thru S08-06 but the audio was AT LEAST a few seconds off in all episodes.

This has been happening to me to me as well.
The past few version have resulted in every TV series completing their download, BUT, up to half of the episodes are out of sync. The most recent one I tried to download was Judge Judy Seasons 1 and 2. About 175 of the episodes were out of sync so I had to delete them and try again to download the bad ones. On that attempt, most of the episodes were out of sync. Though, some episodes completed all the way. I have to keep repeating that cycle until I get all the episodes to DL (doesn't always work) That has been for ANY TV series I download from Pluto from the past few versions.
With the latest version of SF I tried 6.1.1.9, the JJ episodes won't even complete. One episode should be 325-350 MB but they only DL about 4 to 5 MB then quit.
Some of the other series that had the same issues:
Family Ties
Wings
Taxi
COPS
Diagnosis Murder
The Odd Couple
I usually check all DL's with MediaInfo to make sure there is an audio track for every episodes, BUT, it doesn't always mean that the audio is OK just because it shows an audio track.
I'm not about to manually go through 350 (or even 100) episodes for a series, so what I do is sort the folder by file size. If I see there is a big difference in file size, then I can see where to start checking for bad audio. It only takes checking a few to see which ones are bad then I can delete all of those and try again.
Also, a file that is unusually large compared to the others, I found, is often bad as well. Usually the video gets stuck at a certain point for a long time before continuing and throws everything off.
This has been mainly with Pluto, but occasionally, I will get it from other DL's, like Daktari on Roku.

There is an apparent problem with the version of MKVMERGE currently being used.
I can't guarantee that it will solve your particular problem because I have not tried it yet but I can guarantee that it will not do any harm as I've done it myself dozens of times already. Worse comes to worst you can always restore the original saved version back.

Completely related, does anyone know how to trim just 1 second of video from the beginning of the file? I've noticed often times in this type of case there is about 1 second of blank video (no video) at the beginning. Trimming that would fix the problem.
Normally I split the audio and video with mkvtoolnix. Then I tell mkvtoolnix to split the video file after 1 second. Problem is, no matter what parameter you use, it does 2 seconds minimum.

My 'Video Format' was set to MP4. I tried changing to FFMPEG and I had the same issues. There seems to be two separate types of events causing the audio sync issue. In (Walker, Texas Ranger_S08E02), the audio sync is 'spot on' until after the commercial break that was removed by StreamFab at 14:06 min. Then the sync is off and may even get worse after several other commercial breaks... I didn't check. Then there is the video jumble issue where the video jumps to a different scene as the audio of the original scene continues. Sometimes the video and audio jump back and forth together, ahead and back... even repeating scenes in quick succession.

Personally, I'm not a fan of free streamers like Pluto. You get what you pay for. The quality was pretty bad even before the audio started going out of sync and video started jumping.

According to the 6.1.1.9 Chngelog, this should have been fixed:
Fix: A failure problem when downloading Pluto TV videos.
Fix: A problem that certain downloaded Pluto TV videos are incomplete.

The thing is, a lot of times TV series are not complete on the streaming services. They might show that all of the seasons are there but there are often episodes missing. So, I have to look around to see which has the better quality and whichever seasons/episodes I need. Also, I found that some of the episodes are edited down in length so I have to look at that too.
Sometimes Pluto has the better quality than the subscription services or they are the only one that has a particular series.
