YouTube Playlists Not Downloading

I can download individual videos from a playlist, though the speed is horribly slow. However, entire playlists do not even populate the download window when I try to load them.

Any help would be appreciated.

I was just on another website, and they had to fix their program because YouTube was throttling their download speeds. Could that be a possibility?
