Netflix will not download most older titles in 480p

What's the deal? I have tried numerous movies on netflix, but only the newer ones seem to download at 1080p. I tried Just Go With It, Fun With Dick and Jane, Not Another Teen Movie and a couple other ones, but I was only offered to download them in 480p. Please fix these issues on older films. Thanks.

When you view the movie on a regular browser, can you get a higher resolution?
