Developers: Update internal programs

Developers,
Would it be possible for you to update a few programs that run inside StreamFab as they are getting a little old?

1. Python - SF is using Python 3.7 which will stop getting security fixes come June of this year. The current stable release is 3.11. I must also note that 3.11 runs 10%-60% faster than prior Python versions.

2. FFMPEG - SF is running (I believe, I can't get at it right now) version 4.4 and the latest stable release is 5.1.2. If I remember right, 4.4 is two years old.

3. MKVMerge (MKVToolNix) - StreamFab uses version 68 and the current release is 73.

Of the three, only Python is specifically version named by StreamFab. In other words, according to the coding, SF currently calls for version 3.7. If Python37.dll is missing, it will throw an error at startup.

Maybe newer versions of the Tools will accelerate StreamFab in general.

Newer versions of FFMpeg and MKVMerge do not seem to add any additional speed. Their benefit is in the way of bug fixes, added security, and additional features that possibly could be used. Python 3.11 does show some speed increase. Primarily it is noticable to me in SF with the start of various actions. By that I mean the program seems to have an extra spring in its step, things seem to start up faster. That doesn't mean that you'll see the download, processing and remux go any faster. They are more dependent on FFMpeg and MKVMerge.
