Technically, 720p is HD, and 1080p is FHD. So it is downloading HD.
That being said, based on the banner saying:
Max: Still need a verification for support downloading 4K/1080p with the new DRM fix solution.
So for now, we're still stuck at 720p for content added to Max after about Dec 10. Content added before December 10, 2023 is downloadable in 1080p and the select titles Max has at 4K are downloadable at 4K in SF, assuming they were added before Dec 10.

I would say the developers know and are still working on it.

AGuyWithAComputer, if you want MAX content at 1080p/EAC3 5.1., you might want to check out a MAX subscription through Prime - granted, it doesn't have 4K, but it's better than 720p. There's a 7-day free trial, so you should be able to snag most of what you want at that resolution. I ended up keeping mine for several months after that because the downloads I was getting were so much better than anything I got through MAX by itself (I had it because it's part of my cable package.)

Yeah, I subscribe to Max via Amazon just for the reason of having the option to download either via the Amazon Downloader (up to 1080p) or the Max Downloader (up to 4K depending on content, date added, or SF/AS). I also noticed, including when everything is working properly and downloading 1080p from Max downloader, the video and audio bitrates are better via Amazon Max Channel, and the picture quality is better.
So yes, another vote for subscribing to Max via Amazon Channels if possible.
I get there are some legacy cable users who have HBO (and therefore Max app/web too) included with their cable package (allows viewing/downloading via Max but not Amazon) so they wont want to pay more to do it through Amazon. I was one of them, but I did it anyway. And recently changed cable packages so no longer have it included in my TV service, I have just the Amazon Max Channel subscription.

It gets a little confusing with the release of 6.1.8.1 as they released 3 different announcements. The first being the usual release message with changelog. The second being the Sticky called " Fully Fixed Amazon DRM Issue and Latest Netflix Titles can be Downloaded Now!". The last being the banner at the top of the forum page.

No changes to Max with 6.1.8.2. Still unable to download higher than 720p. Not mentioned in the release notes, so I didn't expect a change but wanted to bring attention back to this.
Things analyze higher, so I'm actually curious if it's fixed under the hood but then the logic in the dialog box somehow forces it down to 720p.

This wasn't listed in the changelog for 6.1.8.3, but In limited testing, I had some good 4K/Atmos downloads. Thanks for the surprise fix.
