No, it's not fully fixed.

But for the new videos, the 1080p or 4K may can be downloaded after it's released 2~3 days.

As far as I can tell though, nothing has been posted about this in the changelogs...

Not include in the changelog, there is a little problem for downloading the 4K video in our testing.

From what I can tell, yes I can. To be more specific I'm downloading in Dolby Vision with HDR 10 fallback, and these titles that previously couldn't be downloaded now can successfully.

I just tried Dune Part 2 - when I used the Dolby Vision option, the video was 4K but the color was off. When I used the Dolby Vision (HR10 Compatible Version) looked to be all good. Using VLC media player for playback. Haven't transferred to Plex server yet

VLC 3 doesn't have tone-mapping support for DV without fallback support, so it will appear with as purple and green tint... It should look correct on VLC 4 though

I am not aware that Max channel on Amazon had any problems downloading. I am also not aware that the Amazon module could download in 4k
So it is obvious that Max.com is meant

If we were talking about the Max channel, we would be talking about the Amazon module...

I have max through Amazon works fine 1080p and now have linked it to the Native max app and i can confirm some new shows are back to 1080p My Adventures with Superman downloaded in 1080P

(again, this is using the Max download module in StreamFab only, It was not the Max Amazon Prime Channel and Amazon StreamFab downloader)

My experience with 6.1.8.9 was similar, but not exactly the same. Here is what it was for me:

Upgrade to 6.1.8.9 using the offline installer
Open Fab MAX downoader
Selected Godzilla x Kong: The new empire
Movie began to "play" and I did not get the analyzing message or the box to select the download.
Used the "back" button in upper left (near the PG13 logo) which is part of the Max player on web browser
Got StreamFab's Analyzing message and the download selection box.
Selected H265 Dolby Vision (HDR10 Compatible), 3840*1608 (bitrate 25607kbps), Audio = English, Subtitle = en-us, en-us_cc
clicked Download Now.
Download started and completed successfully.

Next I searched for Dune Part Two.... and it worked a little differently.

Searched for and selected Dune Part Two
I got the analyzing message followed by the download selection box.
I Selected H265 Dolby Vision (HDR10 Compatible), 3840*1608 (bitrate 25934kbps), Audio = English, Subtitle = en-us, en-us_cc
clicked Download Now
The download tab, it sat saying "waiting", while I started to hear audio of the movie.
I switched to the VIP/Max tab and the movie was playing
I Used the "back" button in upper left (near the PG13 logo) which is part of the Max player on web browser
Upon switching back to StreamFab's download tab, the download started
Download completed successfully

I also want to say that the following titles also listed in this thread were downloadable as 4K prior to now. They were added to Max before the Mid-December DRM change, and I had previously downloaded them.

MAX is fixed with MAX.com ( this is not with Amazon MAX) This was done with the actual MAX.com downloader

Not quite fully fixed though. More is in 1080p (or greater) than was available yesterday evening though, which is interesting. I assume they are adding keys server side right now in a batch process.

There are others too most likely, but those were the ones I retried downloading this morning
