I have Amazon balance in three different countries (including Germany)
and can't pay a channel with this balance in all three countries.

can't you use make a german mazon account and then send a gift voucher to that account from your main account where you live, that what i do with my USA account from UK account , then each month i manually re sub to the amazon channels in the US

Channels can only used with a local payment method

I don't know which channel you need ..
.. but perhaps you can use a PayPal account (with a German address)
directly with the desired provider (without using amazon)

I think there is no german credit card or bank account
without a german personal document.
This is the case in most European countries because
of European money laundering laws (know your customer)
