Yes, it's normal

The listed bitrate in SF is the info from manifest (mpd)
but it's never offered in this Constant Bitrate (CBR) ..
.. that's why you see the info Variable Bitrate (VBR)

I have thought about canceling since the quality leaves much to be desired. Torrents have better quality.
