UHD Creator Can't custom bitrate

I custom bitrate at 18000 but uhd creator still set outpout bitrate at 30000.
In dvdfab_internal log, Show "calc_bitrate(18000), fit_to_disc_bitrate(24925), output_bitrate(30000)"
