use of feature to create PAL DVD's. Can it be done?

I need to make a copy of a DVD for a person to use in Germany using the PAL format. is there a way to do this using DVDfab

Most players sold in the EU can play both video standards. The ones I bought in Sweden the last 10 years all could do that.
