use of feature to create PAL DVD's. Can it be done?

I need to make a copy of a DVD for a person to use in Germany using the PAL format. is there a way to do this using DVDfab

I still can't use v8 as the (UK at least) PAL cropping issue hasn't been addressed at all. The picture is stretched horizontally instead of the black...
