Sorry, nope.
Sometimes you can resurrect a scratched/scuffed/heavily soiled disc with the usual remedies, ie.,
Brasso metal & plastic polish, various waxes and of course, disc cleaning devices..
but in this case, I suspect it's a lost cause.
The laser has no chance of focusing accurately.
