MEAN ING OF "GPU" INDICATOR LABEL

Please, can someone explain me why the GPU indicator shows always 60% and never changes? This also happens with other DVDFAB programs.
Enclosed a print screen of what I mean.

This happens with mine as well. It stops at 60% and stays there. It's been like this for a long time.
