I used StreamFab 5.0.4.4. to download Salt on HBOMax. There is only 1 English sub title available in SF's drop down, so I grabbed that. It is the full subs, for all dialog, including at about he 9:41 mark where Orlav and Salt speak a few sentences in Russian. Unfortunately there is no forced sub for this section in the download. Its neither a separate subtitle track, nor burned into the video.
Using the HBOMax app on the Roku, the forced subtitles do play. Using Chrome on my Win10 PC to visit HBOMax.com and play the movie
the forced subtitles are played at the 9:41 mark for the Russian conversation.
And before saying this is an HBOMax issue, competing software does have 3 subtitle tracks that can be selected, and one is the forced subtitles. I only bring this up because it appears that forced subs are available from HBOMax.
