It depends on the service and the particular video. I just got a series in 4K from AppleTV+ no less. More often than not you won't be able to get 4K but go ahead and select it if it's an available option since, rarely, you might actually get it. FWIW, you're very unlikely to get 4K from AppleTV+ - in fact it's rare that you get more than 480p from them. And, AFAIK, you never get more than 1080p from Amazon - at least I've never been able to get more than 1080p...even on the UHD videos I rent or own.
