Try to stay on local VPN servers if possible as well.
It's NOT a streamfab server issue unless it's something connected directly with your streamfab account causing this, as if it were a streamfab server issue, the forum would be littered with reports.
I have to conclude and agree with jpp72 that it is possibly a DNS issue; most people use the defaults their ISP gives them, but at any time, such ISP can then block people from sites.
I lean towards OpenDNS and Cloudflare DNS, a list is (here), I would also say stay away from any offering any type of blocking or filters, including ad blocking.
I remember back in the day when my ISP blocked users from a very popular ------ site, and it continued to others all with different ISP's so we had to change DNS servers or use an unblock website to unblock the blocked websites. Or even Proxies and VPN's.
Maybe after a long weekend, try SF feedback/support again, they usually don't answer during weekends.

For your router, I don't think you need to do a factory reset, since you were able to activate with VPN. That means it's either something with your IP or your DNS server.
So for the IP, it could be that your IP is blacklisted because someone who used that IP might have done some malicious things or, very unlikely but still possible, was using a cracked version of StreamFab. Like I said, highly unlikely because if you blacklist a pirate, you do it with the MAC address and not IP address.
When it comes to the DNS, it could be the issue based on where you are located. For example, in the UK, ISPs must block access to certain domains. If you use your ISPs DNS servers, everything DVDFab may be blocked.
At this point, what i would try is manually setting the DNS servers on the router itself could fix your issue. Set it to Google or Cloudflare as suggested and then unplug the router for 10-15 minutes to try and get a new IP. Then try activating again with the new DNS servers. Make sure you run ipconfig to confirm your computer is now using the proper DNS servers.
Finally, because Chameleon and others have experienced issues, it could very well be a server-side issue (very likely).
I doubt they get 100's of activations a day, so it's easy to think it's a user localized issue. I, for one, am not willing to test deactivating and reactivating just in case I suddenly can't authorize.
