Receiving inferior quality video

I still don't get why the quality lists 720p available on SF when I can't get it?

Because that is the maximum resolution that SF finds in Tubi's info (mpd),
which is also available and can be downloaded manually.

But the SF browser cannot play it (see 2nd image - without max offer)
and therefore does not receive permission (token) to download it.
