When Blu-ray discs "Movies" are produced,talking about region B Europe,Australia etc. are the encryption like on a BD+ disc all the same ? Meaning if fab decrypts region B and it's released in a new version will it be the same for all countries having region B ?

No, not necessarily. They often have to be authored differently anyway for audio and subtitle reasons. Even DVDs can have different copy protection in different countries, even US-Canada can be different.
