Why a 9800GT?
This Card is
1. 3 yo
2. slow
3. not the best , maybe you mean the 9800GT
X
?
if yes then buy the GTS250 is just an one2one copy from the 9800GTX
pay ~50€ more and buy the GTX460!

Generally, and other things being equal, yes more cores in the GPU are better, especially if you plan to use it to do decode and encode simultaneously.
